Requirements
  • General inspection of the visible parts of the premises for zoning compliance, health and safety, and open violations or orders
  • Smoke detectors on every level including the basement and within 10 feet of every bedroom door, matched to the type required when the house was built or altered; detectors over ten years old replaced with ten-year sealed battery units; electric detectors may not be replaced with battery units
  • Carbon monoxide alarm (UL 2034) within 10 feet of each sleeping area
  • Monitored smoke detection systems must work, with an NFPA-72 test report dated no more than 30 days before closing
  • Open or unobtained permits are fined; heating equipment and water heaters need an inspection sticker or proof of approval
  • Sump pump may not discharge into a sewer line, sink or new curb discharge
  • Anti-tip bracket on the stove if the manufacturer requires it; electrical covers; handrails on stairs with 4 or more risers
  • Pool barriers and gates must be code compliant; no basement or attic bedrooms without a second means of egress; only one stove in the main kitchen
  • No open property maintenance violations; corner shrubs trimmed to 30 inches
  • Damaged sidewalks and aprons (1/2 inch or more trip hazard) must be replaced in concrete or lifted; asphalt sidewalks and aprons must be replaced with concrete
  • Address numbers displayed at or near the front door
  • Two-family homes need an application for each unit

Timing
The application form asks for 30 days advance inspection notice; the Code says file no later than 21 days before the change of ownership, and the Construction Official issues or denies within 21 calendar days. Inspections Monday to Friday 10:30am to 2:00pm.
