Requirements
  • Complete all 9 pages of the Residential Resale/Refinance CCO application, with original notarized signatures
  • Copy of the property survey (resales)
  • Smoke detectors and carbon monoxide detectors must be UL 217 approved and installed
  • Disclose any permits that need final inspections
  • Tenant affidavit: valid rental CCOs for every current tenant, or the seller must apply and pay for them
  • Tank affidavit: any oil tank must be properly decommissioned (permit and inspection closed) before the resale certificate is issued, or a buyer agreement or metal detector sweep provided
  • Buyer affidavit acknowledging the legal number of dwelling units (Ordinance 03-22, $5,000 minimum fine per added unit)
  • Zoning use, visible hazards and outstanding violations are checked

Timing
The Borough Code says the application must be filed at least 21 calendar days before the new owner or tenant moves in. Inspections are Monday to Friday, 10 am to 12 pm, after the full paperwork and payment are in.
Valid for
A temporary certificate may be issued if only minor violations remain, conditioned on fixing them within 45 days.

Smoke and CO alarm certificate

Requirements
  • Smoke detectors and carbon monoxide alarms installed (checked during the CCO inspection); CO and smoke detectors must be UL 217 approved per the packet
  • Carbon monoxide alarms near sleeping areas in homes with a fuel-burning appliance or attached garage (Borough Code §11-4)
  • Existing one and two family homes may use approved battery smoke detectors under the Borough Code
