Requirements

Inspection by the Code Enforcement Officer before transfer of title or occupancy; title may transfer first, but no occupancy until all items marked for correction are completed
Application lists the seller, buyer and new occupants and the number of persons who will occupy the home; each adult occupant signs an affidavit
Sale and rental checklist: fire extinguisher (2A:10B:C within 10 feet of the kitchen, checklist still lists it), smoke and CO detectors in the basement and on every floor near bedrooms, house number at least 3 inches visible from the street
Utilities on; appliances and bathroom fixtures clean and working; walls and trim repaired and painted; windows operable with locks and screens; keyless interior deadbolts; handrails on stairs with 2 or more risers
Sump pumps may not discharge into the sewer system
Sidewalks in good repair with no trip hazards; exterior clean and safe; proper garbage containers stored at the side or rear
Home must comply with all other Borough ordinances

Timing

Inspections are scheduled only after payment; the Code Enforcement Officer needs 48 hours notice and same day appointments are not offered.
