- Requirements
- Notarized application signed by the owner (or Power of Attorney, executor or trustee certificate) with buyer name and contract closing date
- Notarized Home Improvement Form reviewed by Zoning and Construction; all structures must conform with Township ordinances (pre-1990 nonconforming structures may be exempt by affidavit)
- All open permits closed out; work done without permits must be permitted
- HVAC Furnace Inspection Checklist completed by a licensed HVAC contractor (CO readings of 9 ppm or less)
- Level 1 chimney inspection by a certified chimney sweep for wood or gas fireplaces or stoves
- Well and septic certification from the Monmouth County Board of Health (732-431-7456) if the home has a well or septic
- Letter or report from the alarm monitoring company if smoke or CO alarms are tied to a monitored system
- Inspection items include working heat in all rooms, operable windows, covered outlets, labeled secondary power source, 4 inch house numbers, no sump pump tied to the sanitary sewer, broom-clean rooms, thumb-lock exit doors, pool gates, metal dryer vent, sound decks and exterior
- Smoke and carbon monoxide alarm certificate (see fire certificate)

- All fees are due with the application before an inspection is booked. The application can go in before the HVAC checklist, chimney report, Board of Health letter and alarm company letter, which can be handed to the inspector on inspection day.

- The application says that if the change of occupancy does not happen within 6 months, a new application is required. HVAC checklists and chimney reports are good for 90 days; the county well/septic certification is good for 6 months.

Smoke and CO alarm certificate
Required- Requirements
- Smoke alarm in the basement within 10 feet of the stairway (not in the stairway), on the first floor, outside bedrooms within 10 feet of each bedroom door, and in finished attics
- Hardwired alarms must be replaced like for like and stay interconnected; homes without hardwired alarms need 10-year sealed battery alarms; required hardwiring depends on when the house was built (table on the form)
- No smoke alarm older than 10 years
- Carbon monoxide alarm outside each separate sleeping area; CO alarms not older than 5 years or past the maker's expiration date
- Monitored alarm systems need a letter or report on the alarm company letterhead (a certificate of monitoring is not accepted)
