Requirements
  • Written application to the Construction Official before transfer of title or occupancy, naming seller, buyer and proposed occupants, with consent to inspect
  • Inspection by the Construction Official; the certificate is issued only when the home complies with all Borough ordinances
  • All construction permits (building, electric, plumbing, fire) closed out
  • Stairs in good repair, guardrails on walking surfaces 30 inches or higher, windows operable with no broken panes
  • Fuel-fired appliance venting intact; visible wiring, electric panel and plumbing fixtures without defects; no obvious roof or wall leaks
  • Smoke detector on each level (110 volt and/or 10-year sealed battery type) and a carbon monoxide detector on every level with bedrooms
  • Fire separation and a minimum 1 3/8 inch solid core door between an attached garage and the living area
  • No double-keyed deadbolts (locks must capture the key)
  • Sidewalks free of cracks and trip hazards (maximum 3/4 inch height difference at joints)
  • Minimum 2A 10BC fire extinguisher mounted within 10 feet of the kitchen (form still lists it)

Smoke and CO alarm certificate

Requirements
  • Smoke alarms on each level of the home, including basements, and outside each separate sleeping area
  • Battery smoke alarms must be 10-year sealed units; AC powered or interconnected alarms in homes built after January 1977 must be kept working
  • Carbon monoxide alarm on every level with bedrooms (Borough checklist)
  • Minimum 2A 10BC fire extinguisher mounted within 10 feet of the kitchen (Borough checklist still lists it)
