Requirements
  • Applies to the sale or transfer of 2-family homes and of single-family homes that will not be owner-occupied; owner-occupied single-family sales need only the smoke/CO certificate
  • Compliance inspection under the International Property Maintenance Code (address numbers at least 4 inches, no double cylinder locks, heating and water heater safety, garage fire door, floors, roof, range, plumbing)
  • All open permits must have a final inspection before a C.O. can be issued
  • Smoke and carbon monoxide certificate (CSDCMAC)
  • A conditional C.O. may be issued for owner-occupied 2- or 3-unit buildings if all defects are disclosed to the buyer and conditions are met

The owner must give at least 14 calendar days notice to Code Enforcement for the compliance inspection.

Smoke and CO alarm certificate

Requirements
  • Ten-year sealed battery smoke alarms or A/C powered hardwired smoke detectors in each bedroom and on each level within ten feet of the bedrooms (basement, first floor, second floor), excluding crawl spaces and unfinished attics
  • Smoke detectors properly mounted (ceiling at least 4 inches from the wall; wall mount 4 to 12 inches from the ceiling), UL listed with a test button; A/C powered alarms may not be replaced with battery units
  • Carbon monoxide alarm on each level within ten feet of the bedrooms (battery, plug-in or part of a central station system), UL listed
  • Central station fire alarms need a letter from the monitoring company that the system works
  • An adult (18 or older) must be present; pets secured
  • Fire extinguisher no longer required (Fire Marshal's 2026 handout, citing the February 2025 change)
