- Step 1: Construction Permit Clearance Release from the Code Enforcement Department confirming there are no open permits; no certificate is issued while any permit is open
- Step 2: Fire Compliance Certificate from the Hazlet Township Bureau of Fire Prevention (Hazlet Fire District #1)
- Step 3: Certificate of Resale from the Township Code Official after a general visual inspection for unsafe conditions under the Property Maintenance Code (2012 IPMC as adopted)
- A temporary certificate may be issued at the Code Official's discretion if there are no apparent life-safety issues
- A home in disrepair may be transferred "as is" if the buyer requests a title transfer certificate in writing with an affidavit assuming all risk; no occupancy until the Code Official finds no life-safety issues

Smoke and CO alarm certificate
Required- Requirements
- Smoke alarms on every level including the basement near the stairs, within 10 feet of bedrooms, and inside all bedrooms (Hazlet requirement); 10-year sealed battery or interconnected hardwired; hardwired alarms may not be replaced with battery units; all smoke alarms under 10 years old
- Carbon monoxide alarms on each level with sleeping areas, within 10 feet of bedrooms; one in the attic if it has a fuel-burning appliance; CO alarms must be under 5 years old
- Secondary power source label ("CAUTION MULTIPLE SOURCES OF POWER") within 18 inches of the main electrical panel if there is a generator, solar panels, battery storage or other supplemental source
- Inspector also checks house numbers (at least 4 inches), exterior cleanliness, utilities on, electrical panel and GFCI outlets, thumb-latch deadbolts, 20-minute garage entry door, window locks, handrails on 4 or more risers, metal dryer hose
- A Construction Permit Clearance letter (no open permits) must be on file before the fire certificate is approved
