Requirements
  • Smoke alarms on every level and outside each sleeping area; replace alarms older than 10 years; battery units must be 10-year sealed (UL 217)
  • Carbon monoxide alarm near the bedrooms if the home has fuel-burning appliances or an attached garage
  • Portable fire extinguisher (Township Code 116-4.B(1)(d)), see fire certificate section
  • Electrical: 100 amp minimum service, grounded outlets with cover plates, GFI outlets in bathrooms, panel door with no open slots
  • Plumbing: no leaks, J-bend sink drains, water heater relief pipe to 6 inches above floor, hot water 120 to 140 degrees, backflow devices where needed
  • Sump pump works, drains properly and opening is covered
  • Floors, walls and ceilings sound with no holes, trip hazards or loose paint
  • Kitchen: stove, oven and broiler work; anti-tilt bracket on range
  • Windows open, stay open and lock; screens on all windows; no broken glass
  • Doors latch; exterior and bathroom doors lock; garage door and opener work safely
  • Graspable handrails on stairs; deck and porch railings at 30 inches or more with no more than 4 inch openings
  • Roof certification from a licensed roofer if there are signs of active leaks
  • Exterior, gutters, downspouts, fences, sidewalks and driveway in good repair; yard mowed and cleared
  • Heating system certification on the Township form, original with raised seal (not needed for Florence Tollgate condos); inactive oil fill pipes and tanks removed
  • Level II chimney certification for wood-burning fireplaces or solid fuel stoves; any work done without permits must be permitted and inspected

Smoke and CO alarm certificate

Requirements
  • Smoke alarms on every level (including habitable attic and basement) and outside each sleeping area; alarms must be replaced after 10 years
  • Battery smoke alarms must be 10-year sealed, single station, listed to UL 217; hard-wired alarms from original construction may not be swapped for battery units
  • Carbon monoxide alarm (UL 2034) in the immediate vicinity of the bedrooms when the home has fuel-burning appliances or an attached garage
  • Portable fire extinguisher still required by Township Code 116-4.B(1)(d) on the July 2025 form: at least 2A:10B:C, residential rated, 10 lb or less
  • Extinguisher mounted with the maker's bracket, within 10 feet of the kitchen, top no more than 5 feet above the floor, visible, near an exit path
  • Extinguisher serviced and tagged by a certified contractor within 12 months, or a receipt for a newly bought unit; owner's manual present; do not remove the tamper seal
