- Requirements
- Inspection by Code Enforcement, with review for UCC, housing and zoning compliance
- Working smoke detector on each level including the basement; 10-year sealed battery units allowed but may not replace required hardwired detectors
- Carbon monoxide detector in the vicinity of all sleeping rooms
- Explosive natural gas alarm installed per the manufacturer's specifications
- Smoke, CO and explosive gas detectors no older than 10 years
- No loose or missing stair treads, risers, handrails or guardrails
- No loose or missing electrical panel covers, switch/receptacle plates or junction box covers
- Sump pump (if any) piped outside, not into the sanitary sewer
- Proper fit and venting of furnace/boiler and water heater to the chimney; water heater relief valve discharging 2 to 6 inches above the floor
- No unsealed penetrations, holes or missing sheetrock or plaster in attached garage walls or ceilings
- Seller must close all permits before the sale
- Final water meter reading must be scheduled and completed before the certificate is released

Smoke and CO alarm certificate
Required- Requirements
- Smoke detector on each level, including the basement (10-year sealed battery units allowed; hardwired units may not be replaced with battery units)
- Carbon monoxide detector in the vicinity of all sleeping rooms
- Explosive natural gas alarm (Borough requirement)
- Detectors no older than 10 years
- A fire extinguisher is not required in one- and two-family homes (Borough code); the application's office checklist still has a fire extinguisher box
