- Requirements
- Inspection by a City housing inspector for compliance with Chapter 159 (Housing Standards; Property Maintenance) before the sale closes
- Building Division checks that there are no open permits and no elevator violations
- All utilities must be operational at the time of inspection
- Applicant affirms the property is connected to the public water supply through an East Orange Water Commission meter (or explains why not in writing)
- If an LLC is the seller or buyer, the managing member's name is required; no P.O. boxes
- As-is sales: attach the agreement of sale, signed by both seller and buyer, and acknowledge the violations to get a temporary certificate

Certificate of conformity inspection, 1 and 2 dwelling units $250 Second reinspection, 1 and 2 dwelling units $100 Third and subsequent reinspections, 1 and 2 dwelling units $150 - Timing
- The City inspects within 15 days of the request; the application says all inspections must be completed fifteen (15) working days prior to the closing date.

- If violations will not be fixed before closing, a nonrenewable temporary certificate of conformity may be issued, valid for up to six months from the date of conveyance

Smoke and CO alarm certificate
Required- Requirements
- Smoke alarms, carbon monoxide alarms and a portable fire extinguisher as listed in the City code's certificate name (CSACMAPFEC) under N.J.A.C. 5:70-2.3 (the code still names the extinguisher)
- Inspection by the East Orange Fire Prevention Bureau before the change of occupant
