- City of Newark Code Enforcement Division (Department of Engineering, Division of Enforcement and Inspections), with a Zoning review
- Requirements
- Inspection for compliance with City ordinance plus a zoning review
- Separate Fire Department fire safety (smoke/CO) inspection and certificate
- No open building or construction permits
- Only the property owner or the owner's agent can request it (buyer only for auction or sheriff sale purchases)
- If violations remain, the buyer may take responsibility by notarized affidavit with the signed contract, violations report and buyer ID (corrections after closing)

Required- Requirements
- Smoke alarms and carbon monoxide alarms as required by N.J.A.C. 5:70-2.3 (the City's fire checklist was not found online)
- Fire safety inspection by the Newark Fire Department is part of the transfer process alongside the CCC
