- Requirements
- Safety inspection by Code Enforcement before the sale, conveyance or rental (not a home inspection)
- No work done without permits; all open building permits closed through final inspections before the Zoning Certificate is issued
- Working smoke detectors on each level, including basement and walk-up attic, and within 10 feet of each bedroom
- Carbon monoxide detector in the common area outside bedrooms, within 10 feet of each bedroom, where there is a fuel burning appliance or attached garage
- Relief valves on the water heater and boiler piped to within 6 inches of the floor
- Sump pump (if present) discharging outside, not into the sanitary sewer or onto adjoining property
- Handrails/guardrails for anything over four steps; stairs in good shape inside and out
- Switch and outlet covers in place; electric panel with no openings; no exposed wires or open boxes
- Attached garage with no holes in walls or ceilings; toilets and faucets working; hot water at least 110 degrees with hot on the left
- Proper fit and venting of furnace/boiler and water heater to the chimney; metal or UL listed foil dryer vents; bathroom ventilation (window or mechanical vent)
- No broken windows or glass, no illegal conversions or living areas, no other visible safety faults
- House numbers 4 to 8 inches high, visible from the street
- Compliance with zoning regulations for the area

Certificate of Continued Occupancy filing fee, per dwelling unit up to a 3 family (stated in the 2018 rental change-of-occupancy notice; confirm it applies to sales) $75 - Timing
- Inspection requests must be in writing (SDL Portal or request form) at least 24 hours in advance. Transfer of real estate inspections: Building/Zoning Monday to Friday 8:00am to 3:30pm; Fire/Zoning Monday, Wednesday and Thursday 11:00am to 3:00pm.

Smoke and CO alarm certificate
Required- Requirements
- UL approved smoke detectors on every level (excluding crawl spaces and unfinished attics with pull-down stairs), on the ceiling and within 10 feet of every bedroom, or within 10 feet of the stairway on levels without bedrooms
- All battery smoke detectors must be 10-year sealed battery type; all existing hardwired systems must be maintained
- Carbon monoxide alarms (UL 2034, dated) within 10 feet of all sleeping areas, with more on each floor that has sleeping areas
- Homes with secondary power sources need a printed label (such as CAUTION: MULTIPLE SOURCES OF POWER) within 18 inches of the main electrical panel and electric meter (P.L.2025, c.19)
- Homes with a monitored central station fire alarm must have it tested beforehand by a Division of Fire Safety certified company and give the test record to the inspector
- Incomplete items at inspection mean automatic failure and a re-inspection; no specific inspection times are given
