Borough of Chatham, Office of the Borough Clerk (CCO inspection with the smoke/CO check)
Requirements
  • Residential CCO application (Sale) signed by the owner or authorized agent
  • For a sale: proof of no open permits (a 'Permit Summary' requested from the Clerk through an OPRA request)
  • For a sale: Tax Collector sign-off on page 2 that Lead Line Replacement fees are paid in full
  • Utilities Clerk sign-off that water/sewer utilities are paid in full
  • Inspection checklist items: street number, smoke detectors, carbon monoxide, furnace and flues, hot water heater, electric panel, secondary power source, garage door opener, temporary wiring, cover plates, sump pump, handrails, sidewalk, general safety
  • Certificate from the service provider if the home is on a central station police or fire alarm system

Timing
CCOs take about 3 weeks to process after a complete application (the Borough page says two to three weeks, not counting the inspection). Inspections are Thursdays between 11 am and 1 pm, scheduled once permits are closed and utilities are current.

Smoke and CO alarm certificate

Requirements
  • Smoke detectors with 10-year sealed batteries on each level, on the ceiling at the base of the stairs and not more than ten feet from each bedroom
  • Carbon monoxide detectors within ten feet of each bedroom; combination smoke/CO units allowed
  • Certificate from the alarm company if the home is connected to a central station alarm system
  • Secondary power source warning label within 18 inches of the main electrical panel and meter
