- Requirements
- Exterior surfaces, foundation walls and roof sound and weather-tight
- Stairs, porches, balconies and decks structurally sound; handrails on stairs over 4 risers and guardrails over 30 inches
- Windows work and are glazed without cracks; insect screens on ventilation openings
- Interior walls, ceilings and surfaces maintained (no peeling paint, loose plaster or decayed wood)
- Sidewalks, driveways and aprons in good repair
- Basements, cellars and crawl spaces reasonably dry
- Plumbing installed and working without leaks
- At least 2 outlets in each habitable room, kitchen outlets, light fixtures in halls, stairs, kitchen, bath, laundry and furnace room; GFCI within 6 feet of water
- Smoke alarm on every level (including basements and finished attics), within 10 feet of bedroom doors; battery alarms 10-year sealed; hardwired not replaced with battery; alarms no more than 10 years old
- Carbon monoxide alarm within 10 feet of sleeping areas; hardwired not replaced with battery
- One portable fire extinguisher (2A:10BC, no more than 10 pounds, no more than 12 years old) within 10 feet of the kitchen (Rahway checklist)
- Single family: building permits closed or resolved; two family: also a zoning permit before the CACO

Smoke and CO alarm certificate
Required- Requirements
- Smoke alarm on every level including basements and finished attics, within 10 feet of bedroom doors; basement alarm at the base of the stairs
- Battery smoke alarms must be 10-year sealed; hardwired alarms may not be replaced with battery alarms; alarms no more than 10 years old
- Carbon monoxide alarm within 10 feet of any sleeping area (in the common area between bedrooms or in every bedroom)
- One portable fire extinguisher (2A:10BC, no more than 10 pounds, no more than 12 years old, charged) visible within 10 feet of the kitchen (City checklist, undated)
