- Construction Records Clearance Application - Residential, with a copy of the home's real estate listing
- Records search for open construction permits; open permits need final inspections and certificates before the CRC is issued
- New Jersey Private Well Water Test report
- Water Test sign-off sheet signed by the seller and the purchaser
- Copy of the smoke certificate from the Franklin Township Bureau of Fire Prevention (Fire District #1)
- Application asks about pools, pool fence, hot tub, finished basement, outbuildings, decks and whole house generator

- Allow 10 business days to process (more if permits need to be closed); the code says to apply at least 10 business days before the change of ownership.

Smoke and CO alarm certificate
Required- Requirements
- Smoke alarms no older than 10 years; type depends on year built: before 1977, 10-year sealed battery alarm on each level including the basement; 1977 to Feb 21, 1983, interconnected electric alarms on the sleeping level and basement plus 10-year sealed battery alarms on other levels
- Built Feb 22, 1983 to Apr 30, 1993: interconnected electric alarms with battery backup on every level including the basement; built May 1, 1993 or later: also in sleeping areas and every bedroom
- Basement smoke alarm on the ceiling at the bottom of the basement stairs
- Carbon monoxide alarm within 10 feet of every bedroom, not past the maker's replacement date
- Secondary power source label (generators, solar, battery storage) within 18 inches of the main electrical panel and meter, not handwritten, e.g. 'CAUTION: MULTIPLE SOURCES OF POWER.'
- No portable fire extinguisher needed (the District's January 2026 packet says they are no longer required)
