Form PAS-1 is one combined application that New Jersey homeowners and renters who are 65 or older, or getting Social Security or Railroad Retirement disability benefits, use to claim Senior Freeze, ANCHOR and Stay NJ.

The 2025 PAS-1 is due November 2, 2026, online or on paper, and you do not send proof of property taxes paid. It asks for both 2024 and 2025 income because Senior Freeze checks both years. The state decides which programs you get and sends a letter in autumn 2026 with each amount.
