- General inspection of the visible parts of the building; no violations or unsafe conditions
- Existing use must be lawful and allowed by zoning
- Open permits, monetary penalties, State Housing violations and registration are checked
- Fire Department smoke detector sign-off
- Lead-safe certification compliance under N.J.A.C. 5:28A
- Application must name the new occupant(s); residential applications list every occupant with birth dates
- Multiple dwellings attach their state certificate of registration
