Why a property can say it cannot be tested yet.

That message does not mean the property has no appeal rights. It means Watchdog does not currently have enough independent market evidence to show a defensible Chapter 123 test without inventing a value.

The short answer

A Chapter 123 analysis needs an independently supported market value, usually from usable comparable sales or a verified sale. The assessment itself is not independent market evidence.

Watchdog fails closed on purpose. If the record does not support an independent value, Watchdog leaves the test unavailable instead of turning missing evidence into a number that looks authoritative.

Why the town ratio is not enough

The municipal equalization ratio is useful context, but it cannot be used to manufacture a market value from the assessment and then test that same assessment against the manufactured value. That would be circular: the assessment would be used to create the evidence used to judge the assessment.

Watchdog therefore separates equalization context from independent market evidence. When the independent evidence is missing or not usable, the Chapter 123 result stays unavailable.

Common reasons the test is unavailable

  • No sufficiently reliable independent sale evidence is available for the property.
  • Available sales evidence is outside the governed window or does not meet the current usability rules.
  • The property record is missing information needed to match or evaluate evidence safely.
  • A revaluation, reassessment, property-class issue, or other record condition makes a simple automated test inappropriate.
  • Watchdog has evidence, but not enough to meet the product's current confidence rules.

Missing evidence is not scored as zero and is not silently replaced with a statewide or townwide guess.
