- Requirements
- No CH while any construction permit is still open; all building permits must be closed
- Exterior: fences, garage and sheds in good condition; chimney mortar and bricks secure
- Exterior: foundation free of cracks; gutters and downspouts attached and working; roof with no loose shingles, leaks or bowing
- Exterior: paint free of chipping; sidewalks level and free of cracks; landscaping clean and trimmed
- Stairs in good condition with secure railings for three or more treads
- No vermin or pest infestation, inside or out
- Asbestos encapsulated or professionally removed; basement floor and walls free of moisture and cracks
- Bathroom window or working exhaust fan; kitchen ventilation vented outside from the stove
- At least two working outlets in every habitable room; GFCI outlets in kitchen and bathrooms
- Furnace and water heater in good working order; fireplace working with proof of the last flue cleaning
- Plumbing free of leaks; floors, ceilings and walls in good condition
- Working sash locks on all first-floor windows; all windows in good working order
- Smoke detectors on every floor including basements and attics; CO detectors within 10 feet of every bedroom
- Fire extinguisher in each kitchen (1 to 3 family)

Smoke and CO alarm certificate
Required- Requirements
- Homes built before 1977: 10-year sealed battery smoke alarms (or combination smoke/CO); homes built after 1977: working AC hardwired alarms, which may not be replaced with battery alarms
- Smoke alarms on each level and outside each sleeping area; basement alarm near the bottom of the basement stairs
- CO alarms near the sleeping areas (within 10 feet of bedroom doors or one in each bedroom) in homes with a fuel-burning device or attached garage
- Form still requires a portable fire extinguisher: at least 2A:10B:C, no more than 10 lbs, within 10 feet of the kitchen in the path of egress, on the maker's bracket, top no more than 5 feet above the floor, serviced and tagged within 12 months or with a purchase receipt, owner's manual left for the new occupant. Form dated June 2024, before the February 2025 state law change
