Certificate of Occupancy Required

Certificate of Occupancy (Sale/Transfer of Ownership) · Borough of Penns Grove Housing Office

  • Home must comply with all Borough building, plumbing, electrical, zoning, health, safety, fire and minimum housing ordinances
  • All property taxes and water and sewer charges must be paid in full before the certificate is issued
  • Application must list all occupants (names and ages) and the buyer
  • Smoke detectors on each level including the basement (top of basement stairs), outside each sleeping area and inside all bedrooms; carbon monoxide detector within 10 feet of bedrooms
  • Mounted fire extinguisher in the kitchen (listed on the 2021 checklist)
  • GFCI protection for outlets within 6 feet of water; stove with anti-tilt device; bathroom exhaust fan if no window
  • Handrails and guardrails on stairs, decks, porches and basement stairs; pool fence at the pool entrance
  • House number, painted surfaces, gutters, soffit and fascia, sidewalks in good condition; no abandoned vehicles or standing water; all trash and debris removed
  • Roof, electrical service or chimney certification may be required; heating emergency shut-off switch
  • Exterior doors may not have a removable key on the inside
