Residential Resale Continued Certificate of Occupancy / Dwelling Certificate · Borough of Woodland Park Department of Inspections (Code Enforcement / Construction Code Enforcing Agency), under Borough Ordinances 14-14 and 22-50.2
- Walkways not broken or lifted; exterior stairs in good condition with handrails; interior stairs with handrails
- Roof, gutters and leaders in good condition; exterior paint at least fair; no broken window glass
- Street number posted on or close to the door
- Garbage removed, overgrowth cut back, no unregistered vehicles or car parts stored on the property
- Smoke detectors on each level and within 10 feet of bedrooms; carbon monoxide detectors within 10 feet of bedrooms (separate Fire Prevention certificate required first)
- Dead bolts on exterior doors must have inside thumb latches (no double-keyed locks)
- Basement kitchens or bathrooms built without a permit must be removed
- Plumbing waste and supply lines in good condition and not leaking; sump pump must drain outside, not into the sewer
- Heating equipment and water heaters properly vented into the chimney; water heater relief valve extension to within 12 inches of the floor
- Septic systems: a licensed professional must certify the system works and meets DEP rules (resale only)
- Open permits must be closed out before the certificate is issued
- Water meter compliance sign-off from DPW (wireless reading meter if on Woodland Park water)
- Photo ID of the buyer and a list of all occupants (Dwelling Certificate) with IDs
- The 2026 checklist still says fire extinguishers are required to meet NJ Division of Fire Safety rules

Smoke and CO alarm certificate Required
- Battery smoke alarms must be 10-year sealed units (since 1/1/2019); hardwired 110V smoke alarms and CO alarms no more than 10 years old
- Hardwired interconnected smoke alarms must work and cannot be replaced by battery alarms; alarm systems with a keypad need the code and monitoring company number at the inspection
- Smoke and CO alarms on all floors with sleeping areas (including the basement), within 10 feet of sleeping areas; smoke alarms at least 4 inches from the wall or ceiling
- Bedrooms directly off the kitchen need the alarm inside the bedroom, not in the kitchen
- CO alarm on any level with an attached garage or a gas-fired device (stove, boiler, dryer, fireplace)
- Homes with a secondary power source need 'CAUTION: MULTIPLE SOURCES OF POWER' marking within 18 inches of the main panel and electric meter
- Someone over 18 must be present; the full fee is due with the application before an inspection is scheduled
