Certificate of Occupancy Required
Certificate of Continued Occupancy (Resale Certificate of Occupancy) · Beachwood Borough Division of Code Enforcement/Housing (Construction, Land Use and Zoning office)
- Receipt from a licensed HVAC professional showing the heating system works (not needed for electric heat)
- Well water: Ocean County Health Department water analysis certificate
- Wood-burning fireplace: receipt from a licensed professional showing the chimney is in working order
- Electrical service panel has covers and working breakers; all lights, outlets and switches work with cover plates
- GFCI outlets within 6 feet of any water source and in basements, garages and outside
- Driveway and walkways free of trip hazards; lawn, hedges and trees trimmed and debris removed
- Roof, siding, gutters and downspouts in good repair; a gutter over steps
- Screens in windows and entry doors; windows unbroken, working and stay up when opened
- 3 inch house numbers visible on the home or both sides of the mailbox
- Handrails on all stairs and guardrails on open sides
- Pool properly safeguarded with bonded metal parts and self-closing, self-latching gates
- Garage door opener with no extension cords or adapters; doors working and undamaged
- Floors, walls and ceilings in good condition; stove burners and oven work
- Hot and cold running water with no leaks and drains that drain freely; basement lit, ventilated and not overly damp
- Owner or an authorized adult representative must be present for the inspection

Smoke and CO alarm certificate Required
- Smoke alarms on every level including the basement and outside each sleeping area
- Homes built before 1977: 10-year sealed battery smoke alarms on each level, within 10 feet of all bedrooms
- Homes built January 1, 1977 to February 21, 1983: hardwired alarms on sleeping levels and in the basement, 10-year sealed battery alarms on other levels
- Homes built February 22, 1983 to April 30, 1993: interconnected hardwired alarms with battery backup on every level; May 1, 1993 and later also inside every bedroom
- Hardwired alarms must not be replaced with battery alarms; renovation-era rules apply to renovated homes
- Carbon monoxide alarms within 10 feet of all bedrooms if the home has fuel-burning appliances or an attached garage (UL-2034, battery, hardwired or plug-in)
- Homes with a fire alarm system must provide a contractor's inspection report; the Borough does not test fire alarm systems
- Homes with a generator, solar panels or battery storage need a printed CAUTION: MULTIPLE SOURCES OF POWER label within 18 inches of the main electrical panel and electric meter
- Portable fire extinguishers are no longer required (as of February 3, 2025), although the older application page in the packet still lists one
