Certificate of Inspection for Transfer of Title (Certificate of Occupancy on sale) · Borough of Spring Lake Heights Zoning / Code Enforcement Officer (Public Officer)
- Inspection of the home before transfer of title or occupancy
- Signed owner certification that smoke and CO alarms are installed and working, plus the smoke/CO inspection (see fire certificate)
- Exterior: roof, gutters, siding, fences, windows, screens and doors in good condition; handrails on stairs with three or more risers; guardrail gaps no more than 5 inches; house number at least 3 inches visible from the street; no debris
- Driveway must have an apron and a paved, brick, paver or stone surface; sidewalk, curb, driveway and apron free of cracks, trip hazards or standing water
- No open construction permits; all work done during ownership must have been permitted and passed final inspection
- Municipal taxes, water and sewer should be paid up to date
- Interior: no bedrooms in basements or more than 2 feet below grade; bedroom size minimums; GFI outlets within 6 feet of water; stove anti-tip bracket and gas shut off valves; emergency furnace switch; keyless interior deadbolts; no sump pump discharge into the sewer
- Wood burning fireplaces and stoves certified by a certified chimney sweep company
- Secondary power source warning label within 18 inches of the electric panel and meter for homes with a generator, solar or battery storage (P.L.2025, c.19)
- Zoning permit also required for transfer of title of anything other than a single family home
- Application lists sale price, closing and occupancy dates, buyer and all occupants with dates of birth

Smoke and CO alarm certificate Required
- Smoke alarms tested by push button; homes built before 1978 need at least battery alarms on each level and near bedrooms; 1978 to 1983 hardwired with battery backup; 1984 to 1990 also interconnected; 1991 and later also one in each bedroom
- Battery-only smoke alarms must be 10-year sealed units; detectors over 10 years old are not accepted
- Monitored systems need a letter from the owner, agent or monitoring company
- Carbon monoxide alarms outside each separate sleeping area where there are fuel burning appliances or an attached garage; not older than 5 years or past the maker's expiration date
- Fire extinguisher of the correct size, properly mounted within 10 feet of the kitchen (form still lists it)
- Owner signs a certification that the smoke and CO alarms are installed and working
