  • Visual inspection under the International Property Maintenance Code: no garbage, sidewalk and driveway in good repair, house number at least 6 inches, grass under 6 inches, exterior in good repair
  • Interior: no peeling paint, secure handrails, working windows and doors with screens, GFI outlets within 6 feet of sinks, working heating and cooking equipment, stove anti-tip bracket
  • Smoke detectors on each level and outside each sleeping area (10-year battery if battery powered); carbon monoxide detector near each sleeping area
  • Fire extinguisher 2A10BC, 10 lb max, mounted near the kitchen with an inspection date within 1 year (form still lists it)
  • Chimney certification by a certified chimney sweep for wood-burning fireplaces
  • Applicant certifies the dwelling complies with municipal ordinances and health and safety codes

  • Timing: The Housing Inspector grants or denies the C/O within 10 days of the application. The inspector keeps limited evening hours (normally Monday office hours 5 to 6 p.m. and inspections 6 to 7 p.m.; temporarily Tuesdays from 9/21/26 to 11/19/26).
  • Good for: The inspection can be waived if the building was inspected within six months before the change in occupancy.

Smoke and CO alarm certificate Required

  • Smoke alarms on each level and outside each separate sleeping area (N.J.A.C. 5:70-4.19); battery units 10-year sealed
  • Carbon monoxide alarm near the sleeping areas in homes with a fuel-burning appliance or attached garage
  • The Borough C/O form also lists a fire extinguisher; the state dropped it from the sale certificate in February 2025 (P.L.2025, c.19)
