Certificate of Occupancy Required

Code Compliance Inspection Certificate (CCIC) for sales · Township of Ocean Division of Housing, Code Enforcement and Clean Communities (Housing Inspector / Code Enforcement Official)

  • Exterior and interior inspection under the International Property Maintenance Code (paint and siding, gutters, house number at least 4 inches, Township garbage and recycling containers, handrails, pool barriers, GFCI outlets, egress locks, bedroom doors)
  • All building permits must be closed before calling for the CCIC inspection
  • Smoke certification from your fire district must be submitted to the housing office before the certificate is issued
  • Septic or well report from the Monmouth County Health Department where the home is on a septic system or well; certified lab water test for wells
  • Level 1 fireplace or chimney inspection by a licensed chimney sweep
  • All utilities on at the time of inspection
  • Cracked sidewalks along the street must be repaired to the Municipal Engineer's requirements
  • Garage apartments or 2-family use need paperwork showing they are legal; finished third floors or attics will not pass without it

  • Timing: The Township must inspect and issue the CCIC or a notice of violation within 10 business days of the application.
  • Good for: If a Certificate of Transfer of Title is used first, a CCIC inspection within 90 days of the original inspection is billed as a reinspection; after 90 days a new application is needed.

Smoke and CO alarm certificate Required

  • Smoke alarms no older than 10 years; battery units must be 10-year sealed; UL listed
  • By construction year (Fire District #1 handout): before 1978 battery alarms on each level; 1978-1983 hardwired on each level; 1984-1990 interconnected hardwired with battery backup on each level; 1991 on interconnected hardwired with battery backup on each level and in all bedrooms
  • Smoke alarms within 10 feet of bedroom doors, near stairs; in 2-family homes in common hallways and at each stair landing
  • Carbon monoxide alarms on each sleeping level near bedroom doors in homes with fuel-burning devices or an attached garage
  • Central station alarm systems must be audible and testable and cannot replace required alarms
  • Secondary power source label ("CAUTION: MULTIPLE SOURCES OF POWER") within 18 inches of the main panel and meter for homes with generators, solar or batteries
  • Fire extinguisher no longer required in Ocean Township (Fire District #1 handout, 9-2025); the Township Code fee section still names it
