- Housing inspection by the Fire Bureau; no Certificate of Occupancy is issued while any violations remain
- Both the Certificate of Occupancy and Transfer of Title application and the smoke detector / carbon monoxide alarm compliance application must be submitted
- Smoke detectors (10-year sealed if not hard wired) and carbon monoxide detector
- Outside conditions such as porches, landings, sidewalks and driveway may need repair before the certificate is issued
