Certificate of Occupancy Required
Residential Resale Certificate of Occupancy (RRCO) · Housing Officer, Planning and Zoning Office (Zoning Office)
- General inspection of the visible parts of the home
- No work done that needed a construction or zoning permit without one (for example replaced A/C, furnace or water heater, generator, radon system, addition, finished basement, fireplace or wood stove, shed over 200 sq ft, pool, hot tub, deck, gazebo)
- No open permits or inspections on the property
- No visible violations or unsafe conditions
- Any unpermitted work must be permitted and inspected before the RRCO is issued, even if a prior owner did it

Smoke and CO alarm certificate Required
- Owner or authorized representative self-certifies on a notarized form (Application and Certification in Lieu of Inspection); no fire inspection visit
- Smoke alarms on each level including the basement (not attic or crawl space) and outside each separate sleeping area within 10 feet of bedrooms
- CO alarm(s) outside sleeping areas
- All alarms working and within the maker's warranty; battery smoke alarms must be the 10-year sealed battery type
- AC powered or interconnected alarms in homes built after January 1977 must be kept working
- Certificate is not transferable; a new application is needed if the change of occupancy does not happen within 6 months
