Certificate of Occupancy Required

Certificate of Approval for Occupancy (Change of Occupancy, Sale) · Division of Housing & Landlord Compliance (Housing Inspection & Landlord Compliance Office)

  • Working smoke detectors not more than 10 years old; battery-only units must have 10 year sealed batteries, and hardwired units need battery backup
  • Working carbon monoxide detectors within 10 feet of all sleeping rooms
  • Portable fire extinguisher (at least 1A:10B:C, no more than 10 pounds) mounted in or within 10 feet of the kitchen (checklist dated April 2026)
  • Walls, ceilings, floors and bathroom tiles in good repair; bathroom doors lock
  • Working hot and cold water with shut off valves, secured toilets, approved drain traps
  • Stove and oven work and ranges have an anti-tilt bracket
  • GFCI outlets within 6 feet of water (bathroom, kitchen, unfinished basement); no extension cords in place of wiring
  • Water heater and boiler in good order; relief valve discharge pipe 2 to 6 inches from the floor; gas shut off valve on each gas appliance
  • Roof and structure sound; chimneys safe; fireplaces and wood stoves need a Level II chimney certification
  • No double-keyed deadbolts on exit doors; no keyed bedroom locks; windows open, lock and have screens
  • Handrails and guards on stairs, porches and decks; fences and pool barriers in good repair
  • House numbers at least 3 inches high, visible from the curb; grass cut, no rodents or insects
  • Sump pumps discharge outside and not into the sanitary sewer
  • Work done without permits must be permitted and inspected, and open construction permits must be closed
  • Well and septic systems must be approved by the Health Department

  • Carbon monoxide detectors within 10 feet of all sleeping rooms
  • The April 2026 Change of Occupancy Checklist still lists a portable fire extinguisher (at least 1A:10B:C, no more than 10 pounds) mounted in or within 10 feet of the kitchen
