Certificate of Occupancy Required

Resale Certificate / New Tenant Certificate (Certificate of Occupancy Transfer, Township Code Chapter 178) · Franklin Township Housing Code Official (Zoning and Land Use Department)

  • Passing water test and Gloucester County Board of Health septic approval
  • Reflective house numbers at least 3-1/2 inches high, readable from the street
  • Pool and yard fences with self-latching, out-swing gates (48 inch minimum height, 54 inch if latch at top)
  • Guardrails on landings or porches 30 inches or higher (36 inch minimum height, 4 inch spacing); sound stairs, decks, porches and balconies
  • No broken or missing glass; all windows with screens that open, close and lock
  • Stove anti-tilt device; all utilities on at inspection
  • Smoke detector on each level, in all bedrooms and outside each sleeping area (battery allowed)
  • Carbon monoxide detectors near sleeping areas (unless no fuel-burning device or attached garage)
  • ABC fire extinguisher at least 2A:10B:C, no more than 10 lbs, mounted in a visible, convenient spot
  • Handrails on stairs with four or more risers; bathroom window or exhaust fan
  • No electrical hazards or extension-cord wiring; GFCI at pools, spas, exterior, garage, kitchen, bath and within 5 feet of water
  • Plumbing vented and working; heat to all habitable rooms; water heater relief valve pipe ending within 6 inches of floor
  • Certifications may be required for roof, electrical, structural, heating or lead

  • Township checklist: CO detectors in the vicinity of sleeping areas
