Certificate of Resale/Rental (Certificate of Continued Occupancy) · Borough of Upper Saddle River Building Department / Code Compliance Office (Construction Official), with sign-offs from Fire Prevention, the Board of Health and Property Maintenance/Zoning

• Building Department review for open permits, unpaid permits or violations
• Zoning Official site inspection
• Fire Prevention Bureau smoke/CO alarm inspection and approval
• Health Department requirements (contact them directly): wells tested by a certified lab and cesspools or non-compliant septic systems updated at realty transfer, per the Bergen County sheet in the packet
• No violations of law or Construction Official orders pending, and the existing use must have lawfully existed

Smoke and CO alarm certificate Required

• Smoke detectors at the base of each stairway on each level (including the basement) and outside each sleeping area within 10 feet of bedroom doors
• Hardwired or interconnected alarms from original construction must stay hardwired; others may be 10-year sealed battery (UL 217) or central-station monitored
• Proof of end of life is required for any device more than 7 years old
• Carbon monoxide alarms (UL 2034, NFPA 720) within 10 feet outside every bedroom; battery, hardwired or plug-in
• Central station systems need a certified central station test document plus a field inspection
• Portable ABC fire extinguisher (Code Section 51-9 and the packet still list it)
• Someone 18 or older (owner, tenant, realtor or agent) with a driver license must let the inspector in
