Certificate of Occupancy Required
Certificate of Continuing Occupancy (Certificate of Occupancy for Resale) · City of Garfield Building Department (Construction Official as enforcement officer), with inspection by the Garfield Fire Prevention Bureau
- General inspection of the visible parts of the building for imminent hazards and compliance with building, health, safety and fire codes
- Approved smoke detector installed (smoke and carbon monoxide certification is done at the same time)
- Seller and buyer names, current home addresses, phone numbers and emails (no business, attorney or realtor addresses)
- For an estate sale, a copy of the Surrogate letter
- If illegal extra units are found, separate utility services must be removed and the owner and buyer must sign a sworn statement

Smoke and CO alarm certificate Required
- Smoke alarms on each level and outside each separate sleeping area, located per NFPA 72
- Battery smoke alarms must be 10-year sealed units (UL 217); hardwired alarms must stay hardwired
- Carbon monoxide alarms in the immediate vicinity of sleeping areas (UL 2034), where there is a fuel-burning device or attached garage
- Smoke and CO detectors within 10 feet of all bedrooms; access to the attic and basement at the inspection
- Fire extinguisher (an older City smoke detector application form still lists it)
