Certificate of Occupancy Required
Certificate of Continuing Occupancy (CCO), called a Certificate of Re-Occupancy on the Building Department page · Borough of Elmwood Park Zoning Enforcement Officer (Building Department)
- Apply on the Enforcement Officer's form and pay the fee; the Enforcement Officer then inspects for compliance with building, health, safety and fire codes and Borough ordinances
- No new occupancy until any violations found are corrected
- No CO or CCO is issued on a transfer of title while there are housing code violations; work done without required permits and approvals must be removed to the Construction Official's satisfaction
- Smoke detector, carbon monoxide detector and fire extinguisher certificate from the Fire Prevention Bureau is a separate requirement (see fire certificate)

Smoke and CO alarm certificate Required
- Smoke detector on each level, including the basement ceiling; 10-year sealed battery single station alarms listed to ANSI/UL 217, and hardwired (A/C) alarms from original construction may not be replaced with battery alarms
- Carbon monoxide alarm in the immediate vicinity of sleeping areas (battery, hard-wired or plug-in, UL 2034), unless the building has no fuel-burning device and no attached garage
- Portable fire extinguisher installed and maintained per N.J.A.C. 5:70 (Borough code still lists it)
